THE Under-Secretary of State for India presents his compliments to the Under- Secretary of State for Foreign Affairs, and, by direction of the Earl of Crewe, forwards herewith, for the information of the Secretary of State, copy of a telegram from Viceroy, dated the 1st June, 1911, relative to Pieuma.

June 1, 1911, BURMAH-CHINA Frontier. Burmah Government telegraphed the 29th ultimo

as follows:-

Report from Mr. Hertz states that information has reached him from Labaonu, who, as reported in our telegram dated the 12th ultimo, is stationed at Lungpang, to the effect that Chinese officers and men have crossed by track north-west of village of Lao-wu-lu, accompanied by Dawa of Hpawte village north-east of Kangfang, with many crossbowmen and 20 Chinese troops, and that they have proceeded down the streaun of the Gnanong Kha to Nangwo and Mangkyi villages near confluence of N'Maikha and Ngawchang, and thence up the N'Maikha valley northwards, giving the headmen presents. The Mehkha is said to be their ostensible object. With the exception of the Mehkha, which is a tributary of the N'Maikha, joining the latter river some 30 miles further north from the north-east, the places mentioned are shown on the map submitted with my letter dated the 15th altimo. Lieutenant-governor can see no justification for invasion of our territory by an armed force, the Chinese having no claim whatever to territory west of alternative frontier near Lao-wu-lu. On the suggestion of Mr. Hertz, directions have been given by lieutenant-governor that Clerk and Geoghegan, civil officer and assistant commandant, Lawkhaung post, should proceed to Mangkyi with thirty military police and prevent Chinese force using this route on their return. We are informning Hertz that strength of force may be increased to fifty military police unless he is satisfied that thirty are sufficient. Instructions to watch and report on movements of Chinese force are being given to Labaonu. We are asking consul at Tengyueh if any information regarding force can be furnished by him. His Honour recommends that a strong protest be addressed to the Chinese Government against this act of aggression, and that they be told that we shall not be responsible for any collision that may occur if armed Chinese forces enter country to west of main watershed.

We recommend that protest as suggested in last sentence of telegram from Burmah Government should be made at an early date. We agree that there is no justification whatever for visit.
